Pursue studies or undergo training in Québec

Québec has concluded a social agreement with 11 countries. Such an agreement allows you, under certain conditions, to benefit from the Québec Health Insurance Plan right away when you come to Québec to pursue studies or undergo training. You cannot apply for registration before your arrival in Québec.

Mandatory certificate of coverage

You must provide a certificate of coverage under your country’s social security plan to register. If you do not have it, you can request it from the competent authorities in your country. Find out the specific terms and conditions for your country and situation to ensure that your spouse or children can benefit from this agreement.

Requested documents

  • You need a scanned copy of each of the required documents to complete your registration application (PDF or JPG).
  • You will not be able to save the form during the process.
  • You are required to have any documents in a language other than French or English translated at your cost.

The type of document required is specified according to the answers you provide in the registration form.

  • Proof of Canadian citizenship (valid Canadian passport, birth certificate, copy of an act of birth or certificate of Canadian citizenship)
  • Québec Acceptance Certificate (CAQ) or Attestation of issuance of your CAQ
  • Certificate of coverage under your country’s social security plan. If there are accompanying persons, make sure that their names appear on your certificate of coverage under your social security plan
  • If you are temporarily in Québec as a researcher, you must provide the authorization of entry issued by the Canadian immigration authorities and the research agreement to confirm that you were accepted as such and indicating the start and end dates of your activities in Québec

Advice on attachments

A missing or illegible document will delay the processing of your application. To avoid further delays, follow these tips:

  • Save scanned or photographed documents in image format (JPG). For other documents, keep their original format if possible.
  • Make sure your files are legible: pay attention to the framing, contrast and sharpness of the image.
  • Do not send secure or password protected documents.
