Foreign students: 5 essentials for registering for health insurance online

If you are from a country that has signed a social security agreement with Québec, you can register for health insurance by completing an online form. You do not have to wait in line or call us! Just follow these 5 tips.

Enter your telephone number

When completing your form, you must provide a telephone number where you can be reached in Québec.

We do not communicate via instant messaging (WhatsApp, Messenger, Snapchat, etc.).

Enter your residential address in Québec

To receive your Health Insurance Card, you must provide your full residential address in Québec, including your apartment or room number if you have one.

Gather the right documents for your situation

Make sure you have the right documents when you apply for health insurance.

If you are studying in a regular program in Québec, all of the following documents are required:

  • Certificate of coverage under your country’s social security plan
  • Québec Acceptation Certificate (CAQ) or confirmation letter of issuance of the CAQ confirming that you are entitled to pursue studies in Québec (for a stay of more than 6 months)
  • Study permit issued by Immigration, Refugees and Citizenship Canada or identity page of your passport if you do not have a study permit
  • Confirmation letter of full-time enrolment issued by your educational institution in Québec

Make sure that you have enclosed your enrolment confirmation letter and not your admission letter:

  • Send your confirmation letter of full-time enrolment in a program of studies in Québec
  • Do not send your admission letter. This does not confirm your enrolment in a program of studies and will delay the processing of your application for health insurance

If you are on a student exchange or doing an internship in Québec, the required documents are different. When registering, carefully check which documents you need to provide depending on your situation.

Any missing or incorrect document will delay the processing of your application.

Check your attachments before sending them

  • Make sure your files are legible: pay attention to the framing, contrast and sharpness of the image
  • If possible, keep the original format of the document: do not convert a PDF document to a JPG format, for example

File a single application for health insurance

Once you have submitted your application, we will send you an acknowledgement of receipt. If you have not received anything, take a look at your junk mail.

From the moment we receive your complete application, please allow 60 working days before receiving our decision by mail. Do not forget to check your mailbox!

Regardless of the situation, do not file a second application. It will delay the processing of your first application.
